Trump Administration to Crack Down on Chinese Visas, Rubio Says

On May 28, 2025, U.S. Secretary of State Marco Rubio announced that the Trump administration will “aggressively revoke” visas for Chinese students in the U.S., particularly those with connections to the Chinese Communist Party (CCP) or studying in “critical fields” like science, technology, engineering, and mathematics (STEM).

The policy also includes revising visa criteria to enhance scrutiny of all future visa applications from China and Hong Kong. This move escalates tensions with Beijing, following a 90-day U.S.-China trade truce, and targets the roughly 277,398 Chinese students in the U.S. during the 2023-24 academic year, who represent a significant revenue source for American universities. Critics, including human rights researcher Yaqiu Wang, warn that broad revocations could harm U.S. innovation and unfairly target students, while supporters like Rep.

John Moolenaar argue it addresses national security concerns over espionage and technology transfer. The policy follows other Trump administration actions, such as pausing student visa interviews globally to expand social media vetting and attempting to limit international student enrollment at universities like Harvard, moves that have faced legal challenges. China’s Foreign Ministry urged the U.S. to protect international students’ rights, but Beijing’s state media has not yet fully responded.
